In an
action seeking administrative review of the denial of plaintiff's
application for temporary disability benefits which sought to amend
her complaint for administrative review to add the Illinois
Municipal Retirement Fund Board of Trustees as a defendant,
dismissal of plaintiff's complaint is affirmed where section
3–103(2) of the Administrative Review Law did not allow plaintiff to
so amend her complaint. The Court declines to reach the question of
the constitutionality of Public Act 89–685, which amended section
3-103(2), and vacates the circuit court's order declaring Public Act

In a conviction for armed
robbery where the defendant made a pro se attempt to raise a Batson
claim, the supreme court retains jurisdiction and the cause is
remanded with directions to hold a hearing to reconstruct the record
of voir dire proceedings where no record was made of the voir dire
process, and thus the court is unable to determine whether the
defendant has been prejudiced by trial counsel's deficient
