Officers against the government for overtime compensation. The
officers used a training exercise with their dogs which involved the
detection of tightly-rolled terry cloth towels scented with
narcotics and hidden in training aid containers of varying
complexity. Because neither the containers nor the scented towels
were available for purchase at a local pet store, the officers were
tasked with constructing and maintaining the training aid
containers, as well as laundering the towels as needed. Were they
entitled to pay for doing such duties on their own time?
